What is SEER2?

SEER2 is the current rating for how efficiently an air conditioner or heat pump cools. It replaced the old SEER rating in 2023 under tougher, more real-world test conditions, so a higher SEER2 number means lower summer cooling bills. Here's what counts as a good SEER2 today, and how much it matters in Minnesota's shorter cooling season.

The short answer

SEER2 (Seasonal Energy Efficiency Ratio 2) measures cooling efficiency: how much cooling you get per unit of electricity over a season. It replaced SEER on January 1, 2023 using tougher test conditions, so SEER2 numbers run a few percent lower than the old SEER for the same equipment. Higher is better, today's new air conditioners start around the low-to-mid 13s SEER2 in the northern U.S., while high-efficiency systems reach the high-teens or low 20s. In Minnesota's shorter cooling season, a mid-range SEER2 is often the value sweet spot.

What does SEER2 mean?

SEER2 stands for Seasonal Energy Efficiency Ratio 2. It measures how much cooling an air conditioner or heat pump delivers across a typical cooling season, divided by the electricity it uses. Think of it like miles per gallon for your AC: the higher the SEER2, the less electricity it takes to keep your home cool.

Because it's a seasonal average, SEER2 reflects real-world operation across a range of temperatures, not just performance on one test day.

How is SEER2 different from SEER?

On January 1, 2023, the U.S. Department of Energy replaced SEER with SEER2 and raised the bar on how equipment is tested. The new M1 test procedure uses higher external static pressure, meaning the equipment is tested against airflow resistance much closer to a real home's ductwork.

The practical result: SEER2 ratings come out a few percent lower than the old SEER numbers for the same unit. So a unit that was 14 SEER might be roughly 13.4 SEER2, it didn't get less efficient, the test just got more honest. When you compare equipment, make sure you're comparing SEER2 to SEER2, not SEER2 to an old SEER spec.

What's a good SEER2 rating today?

Here's a practical way to read the numbers for a Minnesota home:

  • Minimum (new equipment): in the northern U.S., new split-system air conditioners must meet roughly the low-to-mid 13s SEER2.
  • Mid-efficiency: mid-teens SEER2, typically the best balance of price and savings for our climate.
  • High-efficiency: high-teens to low-20s SEER2, usually with two-stage or variable-speed equipment for quieter, more even comfort.

Chasing the absolute highest number isn't always the best value, past a point, the energy savings take many years to repay the price jump, especially with our shorter cooling season.

How much does SEER2 matter in Minnesota?

Minnesota's cooling season is short compared to the Sun Belt, so the payback on a very high SEER2 is slower here than it would be in Texas or Florida. That doesn't make efficiency pointless, a higher SEER2 still trims every summer electric bill, and higher-tier units bring quieter, more even cooling and better dehumidification on muggy days.

For most Twin Cities homes, a mid-efficiency SEER2 paired with correct sizing is the value sweet spot. A right-sized AC that runs longer, steadier cycles will out-comfort and out-save an oversized high-SEER2 unit that short-cycles. Is a higher SEER2 always worth it?
Not always. A higher SEER2 lowers your cooling bills, but in Minnesota's shorter cooling season the extra savings can take many years to repay a big price jump. A mid-efficiency unit that's correctly sized is often the better value.
What's the minimum SEER2 in Minnesota?

Is SEER2 lower than SEER for the same unit?
